Home Care Packages are one of the effective ways that older Australians can access cost-effective aged care services from the comfort of their homes. They are designed for those having complex care needs that go beyond the services offered by the Commonwealth Home Support Programme.
Level 1 Home Care Packages (HCP Level 1) are designed to support people who have basic low-level care needs. Basic care needs can include basic day-to-day support, including cleaning, improving health, and shopping. With this level, you have around 2-3 hours of support weekly to allow you to live independently in your home.
Eligibility for this level of the Home Care Package system in Australia is determined through an in-depth assessment process conducted by the ACAT (Aged Care Assessment Team) or ACAS (Aged Care Assessment Service). Typically, the assessment analyses the specific care needs of the individual while determining the individual’s suitability for different levels of Home Care Packages.

You can start your Home Care Package Level 1 application by contacting My Aged Care online or by phone. This initial level of contact enables you to share essential care-related and personal information.
Ensure the ACAT Assessment
An ACAT or Aged Care Assessment Team will ensure an in-depth evaluation of your special care needs and preferences. This step might involve virtual or in-person consultation. This step is important for determining your eligibility for attaining the Level 1 Home Care Package.
Go Through the Approval and Package Details
Once you have received approval, you will receive a formal letter specifying details of the assigned package along with a unique referral code. This letter has in-depth details of the services for which you are eligible and how you can avail them.
Choose the Package Provider
Compare and select the right package provider, like My Guardian, to offer you a package that aligns with your care needs and preferences. My Guardian offers access to a personalised package plan that fits your unique needs.
For every HCP, the Australian Government offers a different amount. This amount is paid directly to the selected home care service provider.
The subsidy that is paid for your HCP will depend on whether you have to pay an income-tested care fee. This is usually determined during the income assessment.
Until 2024, the Government subsidy for Level 1 HCP was around $402.92 per fortnight. This contribution tends to increase every year.

Yes, if your care needs increase, you can request a reassessment to transition to a higher Home Care Package level (Level 2, 3, or 4) for additional support.
If you can afford it, you may be required to contribute towards your care costs. Fees may include a basic daily fee (up to $13.08 from September 2024) and an income-tested care fee, determined based on your financial situation.
Wait times vary based on demand, but it can take 6 to 12 months to receive a package after approval. While waiting, you may access interim services through the Commonwealth Home Support Program (CHSP).
