Commonwealth Home Support Programme
CHSP was designed for older people who needed a small amount of practical assistance to remain independent.
Services such as domestic help, meals, transport or home maintenance could usually be accessed individually without the need for ongoing care coordination.
Home Care Packages (HCP)
Home Care Packages
Home Care Packages supported people with more complex or ongoing care needs. Funding was allocated across four package levels, allowing a mix of personal care, nursing, allied health and other services to be tailored to each person’s needs.
Clients could choose their provider and, in some cases, self-manage aspects of their package.

Before the transition to Support at Home was introduced in 2025, you could receive government-funded care through either the Commonwealth Home Support Programme (CHSP) or a Home Care Package (HCP). While both helped people remain independent at home, they were designed for different levels of care.

Since November, 2025
Both CHSP and Home Care Packages were replaced by the Support at Home program from 1 November 2025. While some existing CHSP clients continue to receive services during the transition period, no new Home Care Packages are being issued.
