What is a Self-Managed Home Care Package and How Does It Work? - My Guardian

Understanding Aged Care spending

For both the old Home Care Package and now with the new Support at Home program, it’s essential to understand what you could before, and can now, spend your funding on.

Funding design

These packages are specifically tailored to help seniors maintain their independence and quality of life while remaining at home for as long as possible.

Funding is designed to support a range of services aimed at improving your health and independence. Whether you need assistance with daily tasks, medical support, or home modifications, knowing how to allocate your package can ensure you get the most out of the services available.

So, what has changed?

Although the Support at Home program replaced the Home Care Packages (HCP) program in November 2025, the types of services you can receive are very similar.

The biggest differences are how services are organised, what can be purchased, and how funding is managed, not the basic care itself.

What could you spend your Home Care Package on?

The Home Care Packages (HCP) program ended on 1 November 2025 and has been replaced by Support at Home. If you’re looking at information about Home Care Packages, it’s helpful to know that while many services continue under the new program, some funding rules have changed.

Included under the former Home Care Packages program Not included
Personal care (showering, dressing, grooming) Everyday living expenses such as groceries, rent or utility bills
Domestic assistance, including cleaning and laundry General household furniture or whitegoods
Nursing and allied health services Holidays, entertainment or recreational activities
Meal preparation and shopping assistance Items unrelated to your assessed care needs
Transport to appointments and community activities
Gardening where it supported safety and independence
Some assistive technology and home modifications

What can’t you spend your Package on?

There was, and still are, some spending restrictions.

Not covered:

  • Day-to-day living expenses such as rent, groceries, or utility bills.

  • Services already covered by Medicare or private health insurance.

  • Entertainment or leisure activities unrelated to your care needs.

Maximising your funding – then and now

Understanding how to spend your home care package funds effectively is key to getting the most out of your package.

  1. Work with your care provider to conduct a thorough assessment of your current and future care needs.

  2. Select an approved provider who can deliver the specific care and services you require. Compare providers based on reputation, pricing, flexibility, and the level of extra support they offer.

  3. Develop a plan that aligns with your lifestyle and goals. This ensures your funds are used efficiently to support your needs.

  4. As your circumstances change, reassess your plan to ensure it continues to meet your needs. If necessary, apply for a higher level of package through ACAT.

Frequently Asked Questions

Yes, you can switch providers if you are dissatisfied with the services. Any unspent funds will transfer to your new provider.

Wait times vary depending on demand and your level of support needs. Interim support may be available through the Commonwealth Home Support Program.

Unspent funds (up to 10% or $1,000 per quarter – whichever is the greater) can remain in your package and can be used in the future, but as big ticket items are now funded separately, most people now prefer to maximise their budget on services.

Your Home Care Package funds are intended to be used for services and items that are directly related to your care. Household appliances like a TV are not eligible for purchase with these funds.

Electronic devices such as laptops, computers, and phones cannot be purchased using Home Care Package funds. Additionally, telephone and internet connection costs are not covered.

While typical household purchases, such as a fridge, are not generally covered by Home Care Package funding, exceptions may apply. If a fridge is necessary for storing medications or managing specific dietary needs related to a health condition, it may be considered a health-related expense. It’s important to consult with your care provider to determine whether this type of purchase can be included in your care plan.
