Understanding Home Care Package levels

A Home Care Package was a personalised plan that provided the right level of care based on your specific needs. There were four levels of Home Care Packages available, which range from basic support needs to more complex care.

When you were approved for a Home Care Package, an assessor from the Aged Care Assessment Team (ACAT) determined which level of care was most appropriate for you. This assessment ensured that you received the right support tailored to your health, mobility, and daily living requirements.

While home Care Packages (HCPs) have now been replaced by the Support at Home program, many people are still receiving a Home Care Package or want to understand how the former system worked.

Package Level Designed For Typical Support
Level 1 Basic care needs Occasional assistance to remain independent at home.
Level 2 Low-level care needs More regular help with daily living and household tasks.
Level 3 Intermediate care needs Ongoing personal care, nursing and coordinated support.
Level 4 High care needs Comprehensive support for people with complex care requirements.

Managing your
Home Care Package

You worked closely with your provider to create a care plan that meets your needs and preferences. You had the flexibility to adjust your services as your circumstances changed. For instance, if your health deteriorated or you required more assistance, your care plan could be modified to accommodate these changes.

And you could track how your funds were being spent, to ensure that you were getting the most out of your package.

Home Care Package fees and contributions

While the Australian Government covered most of the cost of a Home Care Package, you could be required to contribute based on your income. Your provider explained any fees and how much you were expected to contribute.

What Can I Use My Home Care Package For?

Your Home Care Package covers personal care, home assistance, healthcare services, social activities, and eligible home modifications for independent living. However, it cannot be used for general living costs, non-care-related modifications, or medical expenses covered by other programs.

Yes, you may need to pay a Basic Daily Fee and an Income-Tested Care Fee, depending on your provider and income level.

Excluded services from a Home Care Package include rent, mortgage, utilities, groceries, general medical expenses, and services covered by other government programs like Medicare.
